ORA integrates construction, workforce training, housing education, and long-term operational support to strengthen local capacity and deliver measurable economic and community outcomes.ORA serves individuals and families experiencing housing instability—including veterans and other underserved populations—while remaining adaptable to the specific needs and priorities of each local community.

How Operation Rebuild America Works

Operation Rebuild America (ORA) is Liberty Community Development Corporation’s national flagship initiative focused on rebuilding communities through housing stabilization, homelessness reduction, workforce development, and coordinated local partnerships. ORA integrates construction, training, housing education, and long-term operational support to strengthen local capacity and deliver measurable economic and community outcomes.ORA provides housing readiness and education, including guidance on the home-purchasing process, and deploys a Full-Cycle Workforce Management System (FCWMS) to support workforce intake, skills training, job placement, and long-term retention. Applied workforce pathways may include construction trades, facility support services, logistics, and select community-based agribusiness activities aligned with local economic needs.ORA serves individuals and families experiencing housing instability, including veterans and other underserved populations, while remaining adaptable to the specific priorities and needs of each local community.


Housing Stabilization

Helping individuals and families transition from housing instability to long-term stability through readiness planning, housing education, and coordinated support services. ORA works with local partners to connect participants to safe, sustainable housing solutions.Disclaimer:

Operation Rebuild America is led by experienced professionals dedicated to strengthening communities through housing, workforce development, and coordinated partnerships. ORA’s leadership combines construction expertise, community advocacy, housing knowledge, and public-service values to deliver practical solutions with lasting impact.

John Lomax, PMP® (Co-Founder)
John is a U.S. Navy veteran, licensed Florida contractor, and Project Management Professional (PMP®) with more than two decades of experience in construction management, quality assurance, and federal contracting. His background includes large-scale project oversight, housing rehabilitation initiatives, and disaster recovery coordination.
John brings disciplined leadership, operational structure, and mission-focused execution to ORA’s national community development efforts. His experience ensures that projects are delivered efficiently, safely, and in alignment with partner and community needs.Expertise Includes:

Carol Lomax (Co-Founder)Carol is a licensed Florida Real Estate Broker and experienced Social Worker with nearly two decades of professional service supporting families, youth, and community stability initiatives. Her work bridges housing access, advocacy services, and community resource coordination.Carol’s leadership ensures ORA programs remain people-centered, housing-focused, and responsive to the needs of underserved populations.
